National Occupation Classification (NOC)

Training, Education, Experience and Responsibilities (TEER) system

National Occupation Classification (NOC) system is used to evaluate the professions of skilled worker permanent residence and work permit applicants.

Canada’s immigration department has adopted the 2021 version of the National Occupational Classification (NOC) system as on November 16, 2022. The new NOC will change eligibility for some of Canada’s immigration programs including Express Entry.

Immigration, Refugees, and Citizenship Canada (IRCC) will look to the new Training, Education, Experience and Responsibilities (TEER) system to determine work experience eligibility.

The table below provides employment types and examples that correspond with each TEER category and matches NOC 2016 skill types and levels with NOC 2021 TEER categories.

Skill Level B	TEER 2	Jobs that often require a college degree include supervisory positions or apprenticeships that last at least two years.	Medical laboratory technologists; Online and computer network technicians
Skill Level B	TEER 3	Jobs that often require a college degree include those that require less than two years of apprenticeship training or more than six months of on-the-job training. .	Bakers, dental hygienists, and dental lab technicians
Skill Level c	TEER 4	Jobs that typically call either a high school diploma or a few weeks of on-the-job training	Providers of in-home childcare, retail salespeople, and visual merchandisers
Skill Level D	TEER 5	Jobs that typically require only a brief period of work experience and no formal education	Labourers for landscaping and grounds upkeep; delivery drivers and door-to-door distributors

16 professions now Express Entry-eligible thanks to NOC 2021

The following 16 professions are now Express Entry-eligible thanks to NOC 2021.

Administrators of Payroll
Dental assistants and assistants in the dental laboratory
Orderlies, patient service representatives, and nurse assistants
Pharmacy assistants and technical pharmacy assistants
Teacher helpers in elementary and secondary schools
Bailiffs and sheriffs
Officers in the correctional service
Officers responsible for enforcing regulations and bylaws
Electrologists, estheticians, and related professions
Installers and service providers for both homes and businesses
Fumigators and Pest controllers
Other service providers and mechanics
Drivers of transport trucks
Drivers of buses, subway cars, and other forms of public transportation
Operators of heavy machinery
Aircraft assemblers and inspectors of aircraft assembling
