Home Care Worker Immigration Pilot

The Home Care Worker Immigration Pilots help skilled foreign workers in Child Care and Home Support immigrate to Canada permanently. These programs are ideal for candidates who have a valid job offer in these fields and meet specific eligibility criteria.

There are 2 pilot programs:

  • Home Care Worker Immigration Pilot: Child Care
  • Home Care Worker Immigration Pilot: Home Support

Each pilot has 2 application streams:

  • Workers in Canada
  • Applicants not working in Canada

Currently, the Home Care Worker Pilots are only accepting applications from individuals already in Canada with valid work authorization. The stream for candidates outside Canada is expected to reopen in 2027.

 

 Eligibility Criteria for the Workers in Canada Stream

To apply under the Workers in Canada stream, you must meet the following criteria:

Basic Requirements:

  • Be authorized to work in Canada
  • Take an approved language test to meet CLB Level 4 (in English or French) in all four skills-WritingReadingListening and Speaking
  • Have completed the equivalent of a Canadian high school diploma or higher

Work Experience or Training:

Depending on the pilot you’re applying to, you must meet specific work experience or training criteria.

Child Care Pilot (HCWIP: Child Care)

Eligible occupations under the National Occupational Classification (NOC):

  • Home Child Care Providers – NOC 44100
  • Early Childhood Educators and Assistants – NOC 42202

Home Support Pilot (HCWIP: Home Support)

Eligible occupations under the NOC:

  • Home Support Workers, Caregivers & Related Occupations – NOC 44101
  • Nurse Aides, Orderlies & Patient Service Associates – NOC 33102

You must also have either:

  • 6 months of continuous, full-time, relevant work experience in the past 3 years, OR
  • Completed a relevant training credential in the past 2 years

Before applying, you must have a genuine job offer in one of the following occupations based on your chosen pilot:

The Home Care Worker Immigration Pilots are a continuation of the earlier pilot programs that ran from 2019 to 2024 – the Home Child Care Provider Pilot and the Home Support Worker Pilot.

These earlier pilots had a similar goal but slightly different eligibility criteria and categories. They proved the strong demand for caregivers in Canada, paving the way for the current programs.

Application Caps for 2025–2026: Total cap: 5,500 applications 2,750 applications under Child Care Pilot and 2,750 applications under Home Support Pilot.

The program opened on March 31st, 2025, and reached its cap shortly after. It is now closed for 2025.
